Biography

Professor Harald Karutz studied educational sciences, psychology and theology in Duisburg and concurrently completed a vocational training to become an emergency medical technician. After he graduated as pedagogue (equiv. M.E.), he completed his doctoral studies at the Technical University of Dortmund in which he examined psychosocial emergency aid processes in children and adolescents who became witnesses in emergency situations.

After a number of further training modules, e.g. as trainer for EMT trainers, spiritual welfare coordinator in emergency situations, and lecturer in the health care sector, Harald Karutz was head of department of a continuing education institute and was responsible for occupation-educational further qualifications of health- and nursing staff.

Furthermore, he coordinated an intercommunal and multi-professional team for the psychosocial support of rescue squads after extreme situations. From 2006-2009 he also provided technical consultancy services to the municipal fire brigade in Essen. He then worked as instructor in the Federal Office of Civil Protection and Disaster Assistance (Bundesamt für Bevölkerungsschutz und Katastrophenhilfe).

Harald Karutz is member of the German speaking society for psychotraumatology (Deutschsprachigen Gesellschaft für Psychotraumatologie  (DeGPT)), in the German Society for Catastrophic Medicine (DGKM), in the advisory board of the German Committee for Catastrophic Care (DKKV), in the Federal Confederation for coping with stress after traumatic events Bundesvereinigung Stressbearbeitung nach belastenden Ereignissen (SbE), in the German Federal Confederation of Emergency Care (Deutscher Berufsverband Rettungsdienst (DBRD)) and in the German Union for Expert Journalists (Deutscher Fachjournalistenverband (DFJV)).

Since several years, he is involved in the development of an empirically based emergency pedagogical package, the psychosocial emergency care of children and adolescents and the further development and professionalization of the professional picture of emergency paramedics.

Teaching

During his studies, Professor Harald Karutz has already been educational trainer of an aid organization. Since 1995, he is lecturer at various educational institutions in the health care sector and since 2001 he manages a state-approved vocational school – the Emergency Educational Institute (Notfallpädagogisches Institut (NPI)) in Essen.

Further, Professor Harald Karutz is regularly involved in training purposes to train leaders in spiritual welfare for emergency situations, crisis intervention teams, educators and teachers. He is lecturer and presenter at various conferences and assistant lecturer in the Master degree Catastrophic Precautions and Management (Katastrophenvorsorge und Management (KAVOMA) at the University of Bonn.

Research Focus

Professor Harald Karutz’s research focus is the field of emergency care teaching and learning, the psychosocial immediate aid and crisis management. He further investigates in the development of guidelines and quality standards for the psychosocial emergency care.

By order of the Federal Office of Civil Protection and Disaster Assistance (Bundesamtes für Bevölkerungsschutz und Katastrophenhilfe (BBK)), Professor Karutz was key contributor in the evaluation of the psychosocial emergency care package after the incident of amok run in Winnenden and Wendlingen in 2009. Currently, he leads a comprehensive research project on the  supply situation  of children and adolescents in complex dangerous situations (www.kikat.de).
